Sampson County Release Meanings
“Released” describes the end of a particular physical custody episode. It does not always end the case, sentence, or every form of supervision. A person can leave Sampson County Detention Center after bond, time served, a court-authorized event, or dismissal-related action. A state prisoner can reach expiration, eligible parole under an older sentence, or mandatory post-release supervision. Death ends ordinary custody status but must not be described as community release.
Movement out of the county jail can also be a transfer. Detention Services transports people to other facilities. A handoff to NCDAC, another jail, the U.S. Marshals Service, BOP, or ICE means custody continued under a different agency. The destination record, not the missing roster name, decides which description is accurate.
| Event | Custody meaning | Record to check |
|---|---|---|
| Bond | County custody may end while the case continues | Released detail, release sheet, eCourts |
| Time served | Recorded local term is complete | Release sheet and judgment |
| State release | NCDAC incarceration ends, possibly with supervision | NCDAC detail and sentence history |
| Transfer | Custody shifts to another agency | Destination and receiving-agency record |
Sampson County Release Record Fields
The county released grid exposes Full Name, Age, Race, Sex, and Admit Date. Its detail adds Name ID, age and physical descriptors, admit date and time, confining agency, charge data, offense date, court type and date, bond amount and type, charging agency, arresting agency, and a booking photograph. Together, these fields connect the released classification to a specific booking and help distinguish people with similar names.
The sampled detail did not visibly label the actual release date, release time, release type, or release destination. That absence matters. A record in released mode supports the statement that the county system moved the booking to its released population. It does not support an invented exit timestamp or reason.
| Field | What it shows |
|---|---|
| Name ID and descriptors | Identity clues tied to the booking |
| Admit date and time | When county confinement began |
| Charges and agencies | Allegations and offices connected to the booking |
| Court type and date | A path to the matching court case |
| Bond and bond type | Terms listed with the booking, not proof of completed release |
| Photo | The image associated with that booking record |
Obtain Sampson County Release Records
Ask for the official release sheet when the public detail lacks a needed fact. A focused request identifies the person, approximate admission or release dates, facility, and the Name ID or booking number when available. Ask for existing records rather than a new explanation. The useful set is the booking sheet, release or discharge sheet, actual release date and time, coded and plain-language disposition, transfer destination or receiving agency, bond-release entry if recorded, and booking photograph.
- Open the released detail and capture the booking identifiers.
- Call the Detention Center at 910-592-8178 for a recent event.
- For a written request, contact the county PIO at 910-592-6308 or sampsoncountypio@sampsoncountync.gov.
- Ask for electronic copies in native format when possible.
- If a field is withheld, request the statutory basis and any separable public portion.
Sampson County says electronic records are provided without charge when possible and paper costs follow North Carolina law. It gives no fixed response deadline, itemized release-record price, or published retention period. G.S. 132-6 requires access at reasonable times, while G.S. 132-6.2 generally ties ordinary copy charges to actual cost and permits a reasonable special-service charge for unusually extensive work.
The official Sampson public-records request page is shown below.

The county route provides the fallback when the public released detail lacks time, reason, destination, or an older record.
Sampson County Release Record Law
North Carolina G.S. 132-1 defines public records broadly and expressly includes photographs made or received in public business. G.S. 132-6 governs inspection and copies. G.S. 132-6.2 addresses costs. Federal FOIA is not the rule for Sampson County agencies; Chapter 132 is the correct state framework.
Law-enforcement records need a narrower reading. G.S. 132-1.4 protects criminal-investigation records as a category, including investigative photographs, while subsection (c) makes specified arrest facts public. The Sampson released portal currently publishes booking images, but that practice does not create a permanent retention promise or make every archived photo automatically disclosable. Juvenile, sealed, expunged, medical, Social Security, and other confidential material may be withheld.
Ask the custodian to identify the legal basis for withholding a requested field or photo; do not assume every law-enforcement record has the same status.
Sampson Bond Release at Magistrate
The Detention Center physically includes the Magistrates Office. That same-complex detail helps explain why a bond entry and jail processing can appear close together, yet they remain distinct events. A bond amount or type shows terms attached to the booking. It does not prove payment, physical exit, dismissal, or final disposition.
When bond caused release, the released portal supplies custody classification and booking context. The release sheet supplies the actual county event. eCourts shows how the case proceeds. Administrative work can delay physical release after the court action, and later hearings can change the legal result. The safest wording is that bond authorized release when the jail record confirms it, while the criminal case may remain open.
Note: A bond entry is not a release timestamp, and a bond-out is not a finding on the charge.
Sampson Release Records Meet eCourts
Each released DCN charge detail can show Court Type and Court Date. Those fields make the county booking a bridge to the matching case in the North Carolina eCourts Portal. Search by case number when available. If only a name is known, compare Sampson County, charges, court dates, and other lawful identifiers before choosing a case.
The court file can establish dismissal, acquittal, conviction, judgment, or later case activity. It does not normally prove the minute someone crossed the jail threshold. The Sheriff records custody movement; the Clerk maintains the filed disposition and judgment. When a certified legal result matters, request it from the Sampson Clerk of Superior Court rather than asking the Sheriff to certify a court outcome.
The official eCourts Smart Search appears below.

The portal adds durable case context after a short-lived custody roster changes, but it must be reconciled with the jail release sheet.
Sampson Sentence Completion Records
Expunction can change what remains visible in official court and law-enforcement systems. Under G.S. 15A-145.5, several waiting periods run from conviction and completion of the active sentence, probation, or post-release supervision, whichever is later. That makes an actual sentence-completion record more important than a booking’s disappearance from the live roster.
Current statutory periods include three years for one eligible nonviolent misdemeanor, seven years for multiple eligible misdemeanors, generally ten years for one eligible nonviolent felony, and longer periods for specified categories. The statute has exclusions, filing rules, and fee provisions, so release data alone does not establish eligibility. G.S. 15A-146 also provides routes for qualifying dismissed or not-guilty charges, including automatic processing for some qualifying cases disposed on or after December 1, 2021.
A public no-result can follow expunction, name variation, data limits, or an incorrect system. Old independent pages may persist after an official entry changes. Use official court guidance and the current statute rather than treating a search result as a legal ruling.
Find Sampson County Released Inmates
Start with the system that actually held the person. For a Sampson County jail booking, use the county-endorsed wrapper and enter released mode. Search the name, then open the correct detail and record its identifier. For a very recent event, the configurable number-of-days box accepts 1 for the one-day view or 3 for the three-day view. Those are two query states on one endpoint, not two branded feeds.
- Check released mode for the county booking.
- Compare Citizen Connect only to learn whether the current-confinement feed still lists the person.
- Request the release sheet for exact date, time, reason, or destination.
- If transfer is possible, follow NCDAC, BOP, ICE, or another named custodian.
- Use eCourts for disposition and judgment, not the physical exit time.
- Use VINELink as a notification and corroboration layer, then confirm with the custodian.
The Sampson jail releases in 24 hours page focuses on the one-day feed view, while a named-person search should continue through the full chain above.
Sampson NCDAC Released Offender Search
NCDAC says its Offender Search holds current and historical state records back to 1972. It covers people who served an NCDAC prison sentence or participated in North Carolina community supervision, not people whose only record is a Sampson county-jail booking. Search All first because physical prison release can coexist with active supervision.
| Search field | Use | Caution |
|---|---|---|
| Status class | All, Active Inmate, Active Probationer/Parolee, or Inactive | Inactive alone can miss active supervision |
| Name and sounds-like | Find a person when number is unknown | Terms combine with AND |
| Offender number | Fastest identity match | Leading zeroes may be omitted |
| DOB, age, gender, race, ethnicity | Narrow similar names | An uncertain value can remove the right result |
On detail, read inmate status and probation, parole, or post-release status separately. Sentence history may show Actual Release Date. Projected Release Date is an estimate. Last movement, detainers, service status, conviction county, and docket help explain the record. An inactive state episode is not proof of no county, federal, or ICE custody.
Sampson State Inmate Release Report
NCDAC’s separate Inmate Releases search is unusually useful because it begins with released events. One form accepts release county, year, and month, and Sampson is selectable. Another accepts surname or prefix. Results list offender number, name, release date, primary offense and qualifier, and type of release. The report covers the current year and two prior calendar years.
Do not overdefine “release county.” NCDAC help does not say it always means the prison, conviction county, or destination. Describe a result as reported under Sampson release county, then confirm the institution and movement in the full offender detail. This state report is not the Sampson County Detention Center release feed.
The NCDAC Inmate Releases form appears below.

The filters and returned fields provide actual state-release evidence within the report’s defined window.
Sampson Release Alerts and Transfers
North Carolina VINELink can search a specific person and, where the supplying agency offers the event, register phone, text, or email alerts. Select the correct agency and identity record before registering. A retained result may show released or out-of-custody status and an event date. No result is inconclusive because spelling, agency participation, lag, transfer, and retention can all affect the search.
Federal and immigration paths answer different questions. The BOP locator covers federal inmates from 1982 forward and can show Released or Not in BOP Custody with a release date. BOP warns that another correctional system or federal supervision may follow. ICE ODLS is a current adult detention locator, not a release-history archive. USMS offers no general public historical locator, so a federal docket and later BOP record may be needed.
- Discharge
- The completion or ending recorded for a custody or supervision term.
- Detainer
- A request or hold that can lead to another custodian taking the person.
- Parole
- Discretionary early release for qualifying older-law sentences.
- Probation
- Court-ordered community supervision that may occur without prison.
Sampson Release Reentry Resources
NCDAC identifies Sampson Correctional Institution as a Designated Reentry Facility. Its official profile also describes instruction through Sampson Community College and a Campbell University partnership. NCDAC hosts a Sampson County reentry-resources document index. These are local navigation facts tied to the state facility and agency.
They do not prove that a named person received a service or that a particular outcome will follow release. Check the live NCDAC resource index and contact the responsible program for current eligibility, availability, and referral rules. A state reentry designation also does not turn the institution into a county jail or place its releases in the DCN county feed.
Community supervision may continue after physical release. NCDAC detail and the assigned Probation/Parole Office are the correct public status and contact routes. The release record should be read alongside the supervision record, not as a substitute for it.
Sampson Correctional Release History
Sampson Correctional Institution traces its institutional history to the 1931 Conner Bill, under which the state assumed 51 county prisons. NCDAC says it was among field units renovated or built in the late 1930s for road-building work. Today it is a state prison for men in medium and minimum custody with a published capacity of 442.
This history is more than local color. It reinforces the jurisdiction line. A person released from Sampson Correctional Institution leaves an NCDAC state-prison episode, even though the facility is physically in Sampson County. Their state release belongs in Offender Search, sentence history, and the state Inmate Releases report. A person leaving Sampson County Detention Center follows the Sheriff’s released-booking and release-sheet route.
The two facilities can appear in one person’s custody chain, but their records must not be blended. A transport from the jail to the prison is not community release from the jail.
Sampson Released Versus Custody
Use each portal for the question it was built to answer. A current match in Citizen Connect supports current county confinement. A released-mode match supports a county classification of that booking as released. NCDAC Active Inmate refers to state prison custody. NCDAC inactive incarceration with an Actual Release Date supports the end of the state episode, while active supervision can remain.
| System | Best question | What no result cannot prove |
|---|---|---|
| Citizen Connect | Is the person listed in current county confinement? | Why the person is absent |
| DCN released mode | Is this booking classified as released? | Exact release time or destination |
| NCDAC Offender Search | What state custody and supervision status is reported? | No other agency holds the person |
| eCourts | What happened in the case? | The exact physical exit time |
| BOP or ICE | What does that federal system report? | A complete national custody history |
Sampson County Release Facilities
Sampson County Detention Center is the Sheriff-operated county jail. Community releases appear through the county released mode, and the release sheet is needed for exact time, disposition, or transfer destination. A missing live-roster name alone does not establish release.
Sampson Correctional Institution is an NCDAC state prison for sentenced men in medium and minimum custody. Its releases, sentence dates, movement history, and supervision status belong to the state system. The state Inmate Releases report can add a recent release date and type when the event falls in its three-calendar-year search window.
No separate federal prison or ICE detention facility in Sampson County was established in the official source sweep. Federal and immigration routes remain relevant only when the person’s custody path supports them.
